LEADS 50 was founded in 2017 by current Ramsey County Sheriff Bob Fletcher with a vision to support law enforcement agencies in navigating the ever-changing landscape of state mandates. Recognizing the challenges posed by new regulations—particularly the audits of body worn cameras and automated license plate readers—he established the organization to ensure agencies could maintain compliance.

The company was established to offer affordable training and education solutions to police agencies already grappling with tight budgets. Through LEADS, agencies now have access to unbiased, expert guidance that enables them to keep pace with evolving state requirements.
